In this case, you need to pick keywords that are easy to target. The keywords that show the ranked sites having minimum backlinks are easy targets.
For a Keyword, Search Volume shows the number of searches per month. If a keyword gets a high number of search volume per month, it means a large number of users search for that keyword.
You need to find keywords having a low search volume per month. You can consider them less important in the eyes of users and search engines, but ranking for such keywords is better at the start.

Page Level Authority

Comparatively, the ranked pages on Google have a high Page Authority. Google considers PA for ranking purposes, and you should consider too. Before you proceed, make sure you choose the keywords having ranked pages with low Page Authority.

Carefully analyze the top 10 Google results for all of your Low Competitive Keywords. Once you land on the pages, pay attention to Word Count, URL of the page, Title, Description, and On-Page SEO factors.
Make a list of Easy Targets
After going through the Google search results for the Low Competitive Keywords, focus on selecting the easy targets.
By easy targets, I mean to choose the keywords that have a Low Word Count on the ranked WebPages, a small number of backlinks, Low Page Authority, and weak On-Page SEO stats.
Once you prioritize the keyword list, you can go for the next step, the On-Page SEO. While we discussed the On-Page SEO above, the next step is dealing with the On-Page SEO, as it defines the ultimate position of a page on Search Engines.
